Rahmatollah Mehrabi was born in 1943 and graduated with a bachelor's degree in dramatic literature. He was one of the well-known culture and art directors over the years, his presence was effective.

Mehrabi has been the secretary of important festivals during his activity in the field of culture and art such as Tehran Mubarak International Puppet Theater Festival, Roshd International Educational Film Festival, Multimedia Software Festival
